WIOA

President Barack Obama signed the Workforce Innovation and Opportunity Act (WIOA) into law on July 22, 2014. WIOA is designed to help job seekers access employment, education, training, and support services to succeed in the labor market and to match employers with the skilled workers they need to compete in the global economy. Congress passed the Act by a wide bipartisan majority; it is the first legislative reform in 15 years of the public workforce system.

WIOA supersedes the Workforce Investment Act of 1998 and amends the Adult Education and Family Literacy Act, the Wagner-Peyser Act, and the Rehabilitation Act of 1973. In general, the Act takes effect on July 1, 2015, the first full program year after enactment, unless otherwise noted. The U.S. Department of Labor (DOL) will issue further guidance on the timeframes for implementation of these changes and proposed regulations reflecting the changes in WIOA soon after enactment.

WIOA Programs

WIOA brings together, in strategic coordination, the core programs of Federal investment in skill development:

  • employment and training services for adults, dislocated workers, and youth and Wagner-Peyser employment services administered by the Department of Labor (DOL) through formula grants to states; and
  • adult education and literacy programs and Vocational Rehabilitation state grant programs that assist individuals with disabilities in obtaining employment administered by the Department of Education (DoED).

WIOA also authorizes programs for specific vulnerable populations, including the Job Corps, YouthBuild, Indian and Native Americans, and Migrant and Seasonal Farmworker programs as well as evaluation and multistate projects administered by DOL. In addition, WIOA authorizes other programs administered by DoED and the Department of Health and Human Services.

WIOA replaces the Workforce Investment Act of 1998 and retains and amends the Adult Education and Family Literacy Act, the Wagner-Peyser Act, and the Rehabilitation Act of 1973.

Native Employment Works (NEW)

The Native Employment Works (NEW) program provides annual funding to 78 grantees for a variety of work-related activities to support job readiness, job placement, and job retention for Native Americans. NEW funding enables grantees to serve their designated service populations through these work activities and supportive services.

NEW program funding supports education, training, and employment activities.

WIOA Youth Requirements

  • Out of school youth must be between the ages of 16-24, not attending any school, and meet other additional conditions.
  • In school youth must be between the ages of 14-21, attending school, be low income, and meet one or more additional conditions.
  • Must meet Poverty Guidelines:
    • 1 person in family/household: $11,770.00
    • 2 persons in family/household: $15,930.00
    • 3 persons in family/household: $20,900.00
    • 4 persons in family/household: $24,250.00
    • 5 persons in family/household: $28,410.00
    • 6 persons in family/household: $32,570.00
    • 7 persons in family/household: $36,730.00
    • 8 persons in family/household: $40,890.00
    • Families /household with more than 8 persons, add $4,160.00 for each additional person.

WIOA Adult Requirements

  • EBCI Members residing on EBCI Trust Land.
  • Members of other Federally Recognized Indian Tribes residing on Tribal Lands.
  • 18 years of age or older
  • Be:
    • Unemployed for 7 days or more
    • Underemployed
    • Teen
    • Custodial Parent
    • Non-Custodial Parent
    • Dislocated Parent
  • Applicants can choose either Work Experience or GED Classes.
  • Participants will be employed in 3 (three) month increments as based on job site requirements but not exceed 1 (one) year.
  • Must meet Poverty Guidelines
    • 1 person in family/household: $12,060.00
    • 2 persons in family/household: $16,240.00
    • 3 persons in family/household: $20,420.00
    • 4 persons in family/household: $24,600.00
    • 5 persons in family/household: $28,780.00
    • 6 persons in family/household: $32,960.00
    • 7 persons in family/household: $37,140.00
    • 8 persons in family/household: $41,320.00
    • Families /household with more than 8 persons, add $4,180.00 for each additional person.
